The UK scheme

Separate from the EU one, and covering the whole UK including Northern Ireland. Registering here does nothing for the EU, and registering in the EU does nothing here.

A foreign seller cannot file in it directly — it needs an Estonian digital identity — so your recovery organisation files for you.Rep neededYesThresholdNo minimum for the duties. The only relief is the excise tax: under 25 kg of plastic or 50 kg of other packaging per quarter is excused the tax — not the contract, the representative or the reporting.
• Finland→RegisterA producer organisation: Finnish Packaging Producers Ltd, joined through Rinki, or Sumi Oy. Membership covers the national producer register, held by the Finnish Supervisory Agency.Rep neededNoThresholdNo minimum since 1 January 2024, when Finland removed its old €1 million turnover limit. • Lithuania→RegisterThe GPAIS system — Lithuania's product, packaging and waste records system. If you are not required to register for Lithuanian VAT, the national register and records duties do not apply to you. Separately, up to 0.5 tonnes of single-use packaging a year is excused the pollution tax, if records are kept.
• Luxembourg→RegisterThere is no self-service register. You join Valorlux, the only approved scheme, and it registers you with the Environment Agency.Rep neededYesThresholdNo minimum. The floor is Valorlux's €50 minimum yearly contribution, and small senders can declare per parcel instead of per kilogram of material.

• Netherlands→RegisterVerpact (formerly Afvalfonds Verpakkingen)Rep neededYesThresholdHistorically 50,000 kg (50 tonnes) of packaging per calendar year before the waste management fee applies — by far the most generous threshold in the EU. There is no threshold for single-use plastics in scope of the SUP rules, or for deposit-return items.
• Poland→RegisterThe BDO register, run by the regional marshals. You need the entry before you start selling in Poland or storing stock there.Rep neededYesThresholdNo minimum to register. At or under 1 tonne of packaging a year, you can be excused the recycling targets and the product fee, if your paperwork gets to the marshal by 15 March.

• Slovenia→RegisterThe ARSO register, reached only through a Slovenian representative — foreign sellers cannot file in it themselves. Under 1,000 kg a year the scheme may bill a flat sum instead of per-kilogram fees, but registration, records, reports and the contract all still apply.

• Sweden→RegisterThe Swedish Environmental Protection Agency's producer register.
