Threshold
No minimum. The floor is Valorlux's €50 minimum yearly contribution, and small senders can declare per parcel instead of per kilogram of material.

Indicative range, not a quote

Valorlux's minimum contribution is €50 a year. Its published 2026 rates include 1.2 cents per posted parcel on the simplified per-unit method, or per-kilogram rates such as 3.9 cents for paper and 25 cents for clear PET bottles.

These are Valorlux's published 2026 Green Dot tariffs, seen August 2026, VAT not included. Rates change each year at its October general assembly. Confirm before budgeting.

Things to watch out for

  • Register first, sell second — but here registering means joining Valorlux, which then registers you with the authority. Foreign sellers join the same way as local ones.
  • Selling from abroad straight to Luxembourg customers counts. Since the June 2022 law, sellers based outside Luxembourg who post orders to customers there are named as responsible.
  • One scheme, no choice: Valorlux is the only approved organisation, and for household packaging you must use one.
  • The yearly report is due by 28 February for the previous year, filed through Valorlux's portal. Late filing draws an automatic penalty of at least €50.
  • The EU rules from 12 August 2026 expect foreign sellers to appoint a representative in Luxembourg, but Luxembourg has not yet set up the machinery, and joining Valorlux directly is still the published route. Ask Valorlux before paying anyone for representation.
  • Since 2025, business-to-business and transport packaging is declared too, at flat per-kilogram rates. Older guides cover household packaging only.
  • Guides quoting a 300 kg small-sender relief have mixed Luxembourg up with Belgium. Luxembourg has no weight threshold at all.
