Packaging EPR in Finland

- No minimum since 1 January 2024, when Finland removed its old €1 million turnover limit. Under 50 tonnes of packaging a year you can use the light declaration form: total weights per material only.
Indicative range, not a quote
Rinki registration is free and its yearly service fee is at least €74. Recycling fees are charged per kilogram and material: on the light form, consumer packaging in paper is 10.2 cents a kilo and plastic 23.8 cents.

Things to watch out for
- Register first, sell second. Since 1 January 2024 there is no minimum: Finland removed its old rule that only companies with €1 million turnover were covered. Many guides still show that limit — it is gone.
- Selling from abroad straight to Finnish customers counts, and so does bringing packaged stock into Finland.
- One step, not two. Unlike Sweden or Denmark, joining a producer organisation covers the register and the reporting. Rinki has a contract written for foreign sellers.
- UK businesses can join Rinki or Sumi directly, or appoint a Finnish representative instead. Sellers based in an EU country do not get that choice: they must appoint a representative in Finland.
- You report last year's packaging weights to your organisation each year. Under 50 tonnes a year, the light form asks only for total weights per material.
- The authority changed on 1 January 2026: the Finnish Supervisory Agency took over the producer register from the Pirkanmaa ELY Centre. Guides pointing at the ELY Centre are out of date.
- The rules are mid-change: since 12 August 2026 the EU packaging rules decide who counts as the producer, and for own-brand goods that can move the duty. Ask Rinki if you are unsure who reports.
- A marketplace can take over your duties only voluntarily, with your written permission. By default the duty stays with you, the seller.
- Finland runs a deposit scheme for drinks bottles and cans. If you do not sell drinks, it does not affect you.
