Threshold
No minimum — the old 15 tonne threshold ended in April 2021. Under 1,000 kg a year the scheme may bill a flat sum instead of per-kilogram fees, but registration, records, reports and the contract all still apply.

Indicative range, not a quote

No scheme publishes a plain price list — quotes come through their portals or forms, with flat yearly sums offered under 1,000 kg a year. Fines run €1,200 to €4,000 per breach, charged to your representative.

Checked against Slopak, Interzero and Surovina in August 2026: none posts public per-kilogram rates. Interzero's portal notes a flat rate under 1,000 kg a year. Get quotes before budgeting.

Things to watch out for

  • Register first, sell second — within 30 days of starting sales at the latest, and only through a representative established in Slovenia. Foreign sellers cannot use the register themselves.
  • Slovenia required a representative from every foreign seller — EU-based or not — before the EU rules did. The representative also carries the fines, which is why providers vet their clients.
  • The well-known 15 tonne threshold ended in April 2021. The figure survives only in a separate Slovenian packaging tax that does not apply to foreign sellers — guides mixing the two are wrong.
  • Under 1,000 kg a year the relief is real but small: your scheme may charge a flat yearly sum instead of per-kilogram fees. Everything else still applies.
  • Quarterly reports are due at the end of the month after each quarter. Your scheme files them once you report your weights to it.
  • The whole system is changing: a court ruling in January 2026 upheld a planned single national organisation, realistically starting in 2028. Until then, seven competing schemes operate — check back.
