Packaging EPR in Sweden

No minimum — duties apply from the first sale. Under 1 tonne of packaging a year the agency waives its SEK 1,250 yearly oversight fee, but scheme membership, registration and the yearly report still apply.

Indicative range, not a quote

The agency's oversight fee is SEK 1,250 a year, waived under 1 tonne. NPA charges SEK 2,500 a year plus a fee per kilogram of packaging. TMR charges the same fees to everyone, with a minimum of SEK 1,000 a quarter.

The SEK 1,250 fee is the agency's published rate. SEK 2,500 a year is NPA's published annual fee and SEK 1,000 a quarter is TMR's published minimum, both seen August 2026, VAT not included. Confirm before budgeting.

Things to watch out for

  • Register first, sell second. There is no lower limit: one parcel sold to a Swedish customer, or one box of stock in a Swedish warehouse, is enough.
  • Selling to Swedish customers from outside Sweden counts. The ordinance names anyone who sells a packaged product from another country to an end user in Sweden as a producer.
  • Stock in a Swedish warehouse also counts, because bringing packaged goods into Sweden makes you a producer. So FBA sellers storing stock for amazon.se are covered even without direct orders.
  • The schemes usually handle the agency registration and the yearly report for you as part of membership, but the duty to be registered stays yours. Sellers without a Swedish company number register with their VAT number.
  • The yearly report of last year's packaging weights is due by 31 March. A late report or a late registration can mean a SEK 10,000 penalty fee, and selling with no scheme a SEK 30,000 one.
  • A Swedish representative is optional. You can appoint one by written power of attorney and it then takes over your duties. The agency has proposed making one compulsory under the EU rules, so check back.
  • A marketplace is only a go-between in Swedish law. The seller is the producer, so selling through amazon.se does not move the duty to Amazon.
  • These rules date from January 2023, and local councils took over household collection in January 2024. Guides written before then describe bodies and a system that no longer run it.
  • Sweden runs a deposit scheme for drinks bottles and cans. If you do not sell drinks, it does not affect you.
