Threshold
No minimum for the duties. The only relief is the excise tax: under 25 kg of plastic or 50 kg of other packaging per quarter is excused the tax — not the contract, the representative or the reporting.

Indicative range, not a quote

TVO's published rates are €80 a tonne for cardboard and €225 for plastic, with no joining fee and no minimum, plus €100 a year for acting as your representative. Without a scheme, the excise tax is €1.20 to €2.50 a kilogram.

Things to watch out for

  • Register first, sell second — but a foreign seller cannot use the register itself, which needs an Estonian digital identity. The route is a recovery organisation: it signs as your representative and files everything.
  • Every foreign seller without an Estonian base has needed an Estonian representative since May 2021, EU-based or not, whatever the sales channel. The organisations sell this as a service — TVO charges €100 a year and works in English.
  • There is no small-seller relief from the duties. The 25 kg and 50 kg lines only excuse the packaging excise tax, and they are per quarter, not per year as many guides say.
  • Estonia is unusually cheap for a micro seller: TVO has no joining fee and no minimum, so a few hundred kilograms of cardboard a year costs single-digit euros in fees plus the representative charge.
  • You report to your organisation monthly or quarterly, your choice, and it files the register report. Only sellers with no organisation file to the register themselves, by 31 March.
  • A waste reform took effect in January 2026 and more changes arrive in 2027 and 2028, so older guides are stale. The register also changed hands — the Climate Ministry holds it now.
  • Estonia runs a deposit scheme for drinks packaging. If you do not sell drinks, it does not affect you.
