Packaging EPR in Lithuania

Threshold
Two lines matter. If you are not required to register for Lithuanian VAT, the national register and records duties do not apply to you. Separately, up to 0.5 tonnes of single-use packaging a year is excused the pollution tax, if records are kept.

Indicative range, not a quote

Žaliasis taškas publishes 2026 rates per managed tonne: €352 for paper, €493 for plastic, €276 for glass. They apply to the recycling-target share, not the whole weight. Without a scheme the pollution tax runs €133 to €520 a tonne, more for non-recyclable.

The scheme rates are Žaliasis taškas's and Gamtos ateitis's published 2026 price lists; the tax rates are Annex 4 of the pollution tax law. All seen August 2026, VAT not included. Confirm before budgeting.

Things to watch out for

  • Lithuania is one of the softer countries for the smallest sellers: no Lithuanian VAT registration means the national register duties do not catch you, and up to 0.5 tonnes a year is excused the pollution tax.
  • The EU rules still sit on top since 12 August 2026: they name foreign sellers posting orders as producers and expect a Lithuanian representative. How Lithuania will mesh that with its national relief was not settled in August 2026 — check back.
  • If you do register, foreign companies can sign up in GPAIS directly with an identity document — no local company needed — at latest one working day before the first sale.
  • The rhythm: products go on your GPAIS list within 5 working days of first sale, accounting summaries are quarterly within 30 days of quarter end, and the yearly report is due about 50 days after year end.
  • A scheme contract for the next calendar year must be signed by 1 December, and you cannot switch mid-year.
  • Since 2025 a scheme no longer shields non-recyclable packaging from the tax, and tax tables from before 2025 are wrong — recyclable plastic dropped to €520 a tonne. Old guides also name a third scheme whose licence was revoked.
  • A new version of the packaging law takes effect on 1 September 2026, days after this page was checked. Verify details before relying on them.
  • Lithuania runs a deposit scheme for drinks packaging. If you do not sell drinks, it does not affect you.
