Packaging EPR in Denmark
Reviewed 2026-08-24
Written for UK and Northern Ireland sellers. Based elsewhere in the EU? Some rules here — especially who must appoint a representative — can work the other way round for you. Check the sources before acting.
- Register with
- The DPA producer register (Dansk Producentansvar). You must also join a collective scheme — for packaging, membership is compulsory. Open register
- Organisations
- Representative
- Not required.
- Threshold
- No minimum — registration and scheme membership apply from the first sale. Under 8 tonnes of packaging a year the paperwork is lighter: a totals-only yearly report, and quarterly instead of monthly reporting to your scheme.
Indicative range, not a quote
DPA charges DKK 1,000 once to register, then a yearly fee with a DKK 250 minimum at small volumes. The scheme costs extra: VANA charges 268 euro to join for companies under the 8 tonne line, then 135 euro a year plus fees per kilogram.
The DPA figures are its published 2025 rates. The VANA figures are its own published prices, seen August 2026, VAT not included. Emballageretur and three other approved schemes also take packaging members. Confirm before budgeting.
Things to watch out for
- Register first, sell second. There is no lower weight limit: one parcel sold to a Danish customer is enough.
- This is the EU's newest packaging system. The register opened in 2024, and producers only started paying for collection on 1 October 2025. Guides written before then are out of date.
- Selling to Danish customers from outside Denmark counts, whether they are consumers or businesses using the product themselves. Posting orders from a UK or EU warehouse to a Danish end user makes you the producer.
- Two steps, both compulsory: register in the DPA register, and join a collective scheme such as VANA or Emballageretur. For packaging you cannot handle recovery alone.
- UK businesses register directly with DPA using a username and password. No Danish representative is needed for packaging — that duty only applies to sellers based in an EU or EEA country. The EU rules may extend it, so check back.
- The yearly report to DPA opens on 1 January and closes on 31 May. Your scheme normally files it for you. Under 8 tonnes a year you report total weights only, split between household and business packaging.
- The 8 tonne line changes paperwork, not duties. Under it you also report to your scheme quarterly rather than monthly, and VANA charges a lower joining fee.
- Being a micro-business is no general let-off. With fewer than 10 staff, the own-brand rule can shift some duties to your supplier, but bringing packaged goods into Denmark, or selling them in from abroad, stays your duty.
- Denmark runs a deposit scheme for drinks bottles and cans. If you do not sell drinks, it does not affect you.
Selling to more than one country?
Registration is one per country, and the rules differ everywhere. Run the checker — it lists every registration your answers point to, in about two minutes.
