Indicative range, not a quote

Registering in EMPA carries no fee. HERRCO charges per tonne — €55.50 for paper, €70.50 for plastics, €18.50 for glass — plus a small per-unit fee, and a one-off joining fee of three times a year's contribution.

The rates are HERRCO's current participation contract, posted May 2026, VAT not included. Antapodotiki Anakyklosi publishes no prices. Confirm before budgeting.

Things to watch out for

  • Register first, sell second. There is no small-seller relief: the register and a scheme apply from the first parcel.
  • Selling from abroad straight to Greek customers counts. Greek law names sellers based in the EU or outside it who post orders to Greek households as producers.
  • A foreign seller needs a Greek representative with a Greek tax number to hold the register entry. That applies to EU businesses as well as UK ones.
  • The register has no English version, and the authority's own website blocks visitors from outside Greece — it looks dead from the UK but is not. The register itself loads fine.
  • Marketplace sales are special in Greece: on a platform, the packaging duties fall on the platform unless you hand it your register certificate. Orders from your own website stay yours.
  • Two deadlines: scheme members declare to HERRCO by 15 January, and the register report is due by 31 March.
  • Guides citing the 2001 packaging law are out of date. The operative law is from 2021, amended as recently as January 2026.
  • Greece has been setting up a deposit scheme for drinks packaging, with a start date that has slipped repeatedly. If you do not sell drinks, it does not affect you.
