Indicative range, not a quote

The EPR fee is set by ministerial decree per kilogram: for 2026, 173 forints for paper, 219 for plastic, 186 for metal, 22 for wood. MOHU holds its invoice until fees reach 1,000 forints.

The rates are Annex 4 of decree 33/2025 (XI. 28.) EM, seen August 2026, VAT not included. No price is published anywhere for representative services or registration — get quotes. Confirm before budgeting.

Things to watch out for

  • Register first, sell second. There is no minimum: duties start with the first parcel, though MOHU does not invoice until fees reach 1,000 forints.
  • Two registrations in a fixed order: MOHU's partner portal first, then the waste authority through OKIR. Doing only one is a breach.
  • Hungary rebuilt the whole system in July 2023 around MOHU, a state concession company. There is no scheme to choose: MOHU is the only route for packaging.
  • Every foreign seller posting orders to Hungarian customers needs a representative established in Hungary with a Hungarian tax number — EU-based sellers included. The representative carries the duties.
  • Reporting is quarterly through OKIR, by the 20th of the month after the quarter. MOHU then invoices, payable in 15 days.
  • The old environmental product fee stopped applying to packaging in January 2025. Guides that describe paying or offsetting the product fee are out of date, as are fee tables from before October 2025.
  • Skipping registration risks a waste-management fine, back-dated fees and a stop on sales until they are paid.
