Packaging EPR in Croatia

Indicative range, not a quote
The Fund's fee is charged per kilogram by material: about 5 cents for paper and PET, 10 cents for most other plastics, 2 cents for glass and wood. Filing late multiplies the fee, up to five times.
Rates are the unit fees in the government regulation NN 137/2024, still in force August 2026 until the Fund adopts its own adjusted rates. A Croatian representative's service fee comes on top and is priced privately. Confirm before budgeting.
Things to watch out for
- Register first, sell second. There is no small-producer relief: every kilogram is reported, and one parcel to a Croatian customer is enough.
- Croatia is unusual: there is no scheme. You file in the RPPO register and pay the state Environmental Fund directly.
- Every foreign seller needs a Croatian representative, whether based in the UK or the EU. Only a Croatian-registered representative can use the register, and the Fund approves the written authority.
- Reporting is monthly: file by the 20th for the previous month, pay by the end of that month. Reusable packaging is reported yearly instead.
- The old rules ended in November 2023, and the register went digital in January 2025. Guides showing a 300 kg small-producer category, quarterly email reports or a 7 cent deposit are out of date.
- Selling through a marketplace does not move the duty: if you are not in the register, the marketplace is treated as the producer, and foreign marketplaces need a Croatian representative too.
- Croatia runs a 10 cent deposit on drinks bottles and cans, expanding to drink cartons from January 2027. If you do not sell drinks, it does not affect you.
