Packaging EPR in Romania

Indicative range, not a quote
Miss the recycling targets and the Fund charges 2 lei per kilogram on the shortfall. An OIREP contract avoids that: Reciclad'OR's published 2026 rates run about 0.4 to 0.8 lei per kilogram depending on material.
The 2 lei rate is set in the Environment Fund ordinance; the tariffs are Reciclad'OR's published 2026 list, seen August 2026, VAT not included. A draft law would double the 2 lei rate — check before budgeting.
Things to watch out for
- Romania's current law puts the packaging duties on Romanian companies. A UK seller posting orders has no self-service way to register today: the EU rules expect duties since August 2026, but Romania's register does not exist yet.
- In practice foreign sellers comply through a Romanian partner or importer, or wait for the register. A pending amendment would add a register covering foreign sellers and make couriers liable for non-compliant ones.
- The 2 lei per kilogram charge is a penalty on missed recycling targets, not a tax on all packaging. With an OIREP contract at published rates it is avoidable. A draft law would double it to 4 lei.
- Declarations to the Environment Fund are monthly, by the 25th. The shortfall charge is settled yearly, by 25 January.
- Old guides name Eco-Rom Ambalaje as the main organisation — it is in insolvency. The ministry's official list has 14 licensed OIREPs.
- Romania runs a 0.5 lei deposit on drinks containers through RetuRO, live since November 2023. If you do not sell drinks, it does not affect you.
