Threshold
No minimum to register. At or under 1 tonne of packaging a year, you can be excused the recycling targets and the product fee, if your paperwork gets to the marshal by 15 March.

Indicative range, not a quote

Registering costs 200 zł for the smallest businesses and 800 zł for the rest, then the same again each year from the following year. A recovery organisation contract has been advertised from about 499 zł a year.

The register fees are the official rates, current since January 2025 — many guides still show the old 100 zł and 300 zł. The 499 zł figure is Interzero's own advertised starting price, seen August 2026. Confirm both before budgeting.

Things to watch out for

  • Register first, sell second. There is no lower limit: one parcel sold to a Polish customer, or one box of stock in a Polish warehouse, is enough to need the entry.
  • Stock in an Amazon warehouse in Poland counts as bringing goods into the country. So FBA sellers need the entry even without direct Polish orders.
  • At or under 1 tonne a year there is real relief: no recycling targets, no product fee. You claim it under state-aid rules by sending the forms with your yearly report, by 15 March.
  • The relief never removes the basics. You still register, keep records of what you sell, and file the yearly report through the BDO system.
  • Over 1 tonne, you meet recycling targets yourself or hand that duty to a recovery organisation such as Rekopol or Interzero. The product fee is only charged on any shortfall against the targets.
  • No Polish branch? You apply on paper to the marshal for the Warsaw region (Mazowieckie). Polish law has no packaging representative system yet, even though the EU rules expect one.
  • Marketplaces check registrations: expect Amazon and Allegro to ask for your BDO number.
  • Poland is replacing this whole system. A new packaging law carrying out the EU rules was still in parliament in August 2026, with a new fee phased in through 2028. Check back before relying on the details here.
  • Whether the current Polish act catches a seller posting orders from abroad, with no stock in Poland, has never been spelled out by the authorities. The EU rules from 12 August 2026 do catch that seller.
  • Poland runs a deposit scheme for drinks bottles and cans. If you do not sell drinks, it does not affect you.
