Do you still pay Hungary's product fee?

Selling into Hungary means paying the environmental product fee on your packaging.

Not for packaging — that ended in January 2025. Packaging now runs through the EPR fee instead, paid to MOHU, the state concession company. Guides describing the product fee, or offsetting one fee against the other, are out of date.

What changed, and when

  • Hungary rebuilt its system in July 2023 around MOHU, and from 1 January 2025 the old environmental product fee stopped applying to packaging altogether.
  • The short-lived 2023 to 2024 arrangement — paying the product fee and deducting the EPR fee — is gone too. There is nothing left to offset.
  • One survivor: plastic carrier bags still carry a product fee of 1,900 forints a kilogram, minus the EPR fee.

What you pay instead

  • The EPR fee, set by ministerial decree per kilogram of packaging: for 2026, 173 forints for paper, 219 for plastic, 186 for metal and 22 for wood.
  • MOHU invoices quarterly from the figures you report, payable in 15 days, and holds the invoice until fees reach 1,000 forints.
  • Fee tables from before October 2025 are stale in the other direction too: glass, textile, composite and wood rates all rose then.

What that means in practice

  • Two registrations in a fixed order — MOHU's partner portal first, then the waste authority through the OKIR system — and quarterly reports by the 20th after each quarter.
  • A foreign seller needs a representative established in Hungary with a Hungarian tax number. The representative carries the duties.
